Gibbon Minister Accused Of Touching Exchange Student



GIBBON -- A rural Gibbon minister is facing criminal charges after a foreign exchange student living with him claims he touched her while she slept.

52-year-old Rev. David Radtke has been charged with two counts of 3rd Degree Criminal Sexual Conduct. One alledges Radtke was in  a "position of authority" over the girl and the other count alledges a "significant relationship."

Radtke is the minister at St. Peter's Lutheran Church, north of Gibbon.

The criminal complaint says the Reverend Radtke was rubbing the girl's legs on May 17th. The girl says she fell asleep and awoke when he was touching her under her underwear.

Radkte was visiting a church in Clyman, Wisconsin when he was arrested on the Sibley County warrant last Monday. He posted bail in Wisconsin, returned to Minnesota where is turned himself in. Bail was set at $7,000.

Radtke told investigators the touching was a "lack of judgement" and that he would "take full responsibility for what he had done."

Investigators say they also have text messages between the girl and Radtke's wife that elude to the incident.
