ST. PAUL-September 14, 2012-(KMKO)-Backers of Mankato's civic center expansion project were disappointed yesterday as the city's request for $14.5 million was denied.  Governor Mark Dayton announced the recipients of the capital improvement grants, led by St. Paul's $25 million for a new baseball stadium.  Duluth was awarded $8.5 million for a parking ramp, skyway and an office tower.  Wadena received $4.2 million for a public health facility.
