MANKATO-August 31, 2012-KMKO)-A 41-year-old Winnebago man faces charges for allegedly sexually touching a young teenage girl.  An omnibus hearing will be scheduled for Larry Decker, Jr.  His attorney says the 13-year-old girl has recanted claims of sexual abuse in the past.  Decker was in the hospital for several days after someone at the jail gave him different migraine medication than he's used to.
