OWATONNA-August 21, 2012-(KMKO)-A ribbon-cutting ceremony is being held in Owatonna this morning to celebrate a Highway 14 milestone.  Governor Mark Dayton and First District Congressman Tim Walz will be on hand as they mark the nearly-completed four-lane expansion of Highway 14 between Waseca and Owatonna.  The project should be completed by Labor Day weekend.
