FAIRMONT (TEC News) -- Former Truman mayor Elliot Belgard defeated Winnebago police chief Bob Toland 262-206 to win a special election Tuesday to fill the District 1 seat on the Martin County board.
The special election only drew only a 20 percent turnout.
