MANKATO-October 23, 2012-(KMKO)-A plan to have a hookah sampling business in Mankato seems to be going up in smoke.  During a work session yesterday, the entire city council and the mayor seemed to be against the proposed Puff Puff Palace, with city staff questioning if its purpose was really for sampling tobacco and pipes.  Ways to deal with sampling range from better defining what sampling is and adjusting Mankato's ordinance to be tougher than state law, which is allowed.
