ST. PAUL-October 23, 2012-(KMKO)-A former Mankato-area man has won his appeal with the State Court of Appeals.  Timothy Hansen Jr. was arrested after he disobeyed a police order to stay out of his apartment when it caught fire in September 2009.  He was charged with obstructing the legal process, but was convicted of failure of comply, with is a traffic offense and is not a lesser offense of the original charges.
